A Sorcerer running Gift of Frost effectively gets Permafrost at 120–125% of normal potency — the base Permafrost effect amplified by the boots’ bonus — while simultaneously running another Ice Armor upgrade variant that would normally be mutually exclusive. This is not a marginal efficiency gain in a single slot; it is a meaningful expansion of what Ice Armor can do in a single skill investment that no other item in the boots slot can replicate.
The defensive importance of Ice Armor in Season 13 high-Torment content gives Gift of Frost its relevance beyond Cold-specific builds. Ice Armor is one of the few Sorcerer skills that provides a substantial absorb barrier rather than just damage mitigation — it directly intercepts incoming damage before it reaches the Sorcerer’s life pool. In Torment content where individual hits from Elite affixes and Boss mechanics deal substantial damage, a stronger Ice Armor barrier with Permafrost scaling means more cushion between incoming damage and dangerous health thresholds, making Gift of Frost a survivability upgrade that any Sorcerer running Ice Armor can benefit from regardless of primary damage element.
