Rathma is the first Necromancer in Diablo lore — the son of Linarian and the Prime Evil Trag’Oul, who established the traditions of the Priests of Rathma that all Necromancers descend from. The set named after his touch reflects his philosophy: death is not an end but a transition, and the dead serve the living order. Every Minion hit that reduces Army of the Dead’s cooldown is Rathma’s waking touch — the dead continuously working to bring forth the next wave of the dead.
The two-piece cooldown reduction is the set’s defining mechanical innovation. Army of the Dead has a long base cooldown that normally limits it to a few uses per fight. With a full Minion army of Warriors, Mages, and Golem all attacking at high speed, the 1-second cooldown reduction per hit accumulates fast enough to reduce Army of the Dead to near-zero effective cooldown in sustained combat. The Army of the Dead Necromancer build on Maxroll is built entirely around this interaction — using Sanguivor, Blade of Zir alongside continuous Army of the Dead activations to produce one of the most distinctive Necromancer playstyles in Season 13.
The five-piece power spike is correspondingly dramatic. The 450% increased Army of the Dead damage during an already continuously available Ultimate — combined with 100% Minion Life and 25% Attack Speed for the duration — creates a build that peaks far above its base power level whenever Army of the Dead is active, which thanks to the two-piece is essentially always.
